issue with panel in north region with tbar

ExtJS ver: 5.1.0.107

Problem:

With a viewport

With N,S,E,W and Center regions specified. I have a north region with a tbar and split button with menu. If I add a panel to the north panel, that new panel is nested (and has text) in the tbar for some reason. Am I missing something fundamental?
