Tools with tooltips populated by a function

Lets say I have a panel with a tool. That tool should display a tooltip, but its tooltip has to be dynamic. So it will not be known until the user mouses over the tool.



How can I do this?



I was thinking of providing a function that as the user mouses over or before the tip gets shown it will update its tooltip string. But I've not been able to complete this.
