Problem using two vertical axes in a cartesian chart

I need a chart with two vertical axes - left with my absolute values and right with my % values.

The problem is that my right axis does not show all the values, just 0, 10, 20 and 100%.



Am I doing anything wrong? What should I do to show all values?
