Build web app And Chinese characters will bing Chinese characters garbled

I upgrade Sencha Architect to 3.2.0.75 and cmd to 5.1.1.39 framework :Ext JS 5.1.x . When I “build web app production” I found all of Chinese characters becomes Chinese characters garbled .All of Chinese characters become '???' or other special characters .I don't know how to deal with the problem . please check wether the problem is a bug or a setting problem
