   • Docked toolbars and certain other components in the "modern" themes will aggressively ignore border configs. This might be intended behavior, but it feels wrong. Setting border should show a border.
   
   

   
   Steps to reproduce the problem:
   

   
   
   • Dock a toolbar into a panel
   
   
   • Try to show a 1px border on the toolbar by setting border: 1
   
   

   
   The result that was expected:
   

   
   
   • Toolbar will have a 1px border
   
   

   
   The result that occurs instead:
   

   
   
   • Toolbar has no border. Dock layout has steamrolled the config with .x-noborder classes
