In 3.1.0 ToggleButtons no longer have centered text if the button also contains an icon. The text needs to be centered on the button not left aligned, and have consistent behavior with and without an icon.

I had reported this in the beta phase for 3.1 but it's still broke in the released version. This is a show stopper for us for the 3.1 product as we can't have some centered text and some left justified.
